Film Sejauh Kumelangkah Masih Terikat Kontrak, Kemendikbud Klarifikasi Penayangan Di UseeTV
JAKARTA, jurnaljateng.id, Kementerian Pendidikan dan Kebudayaan mengklarifikasi terkait isu penayangan film “Sejauh Kumelangkah” yang ditayangkan di program Belajar dari Rumah (BDR) oleh TVRI pada 25 Juni 2020.
BDR yang ditayangkan mulai 13 April 2020 di TVRI tersebut pada dasarnya adalah bentuk gotong royong pembelajaran yang dilakukan oleh berbagai pihak, dalam mendukung pembelajaran jarak jauh. Program BDR yang telah berjalan selama hampir enam bulan ini dirasakan manfaatnya bagi peserta didik, orang tua, dan guru yang memiliki keterbatasan akses terhadap internet.
Terkait kerja sama Kemendikbud dengan TVRI, pihak Kemendikbud dari awal secara resmi melalui surat pada 14 April 2020 menyatakan tidak memperbolehkan tayangan non pembelajaran berupa program kebudayaan dan film Indonesia yang merupakan tayangan eksklusif untuk TVRI dan tidak dapat ditayang ulang atau direlai, maupun tayang secara live streaming oleh pihak ketiga, karena menyangkut hak siar yang terbatas dan upaya melindungi hak cipta.
Pada 29 Juni 2020, pihak In-Docs yang selama ini menjadi perantara pemanfaatan film Sejauh Kumelangkah dengan Kemendikbud, menyatakan keberatan atas penayangan film di layanan Video-On-Demand UseeTV. Hal ini disebabkan karena Ucu Agustini pemilik hak cipta film, ternyata terikat kontrak hukum dengan Al Jazeera International untuk tidak menayangkan film tersebut dalam versi apa pun. Informasi tentang pembatasan tayangan ini belum pernah disampaikan ke Kemendikbud sebelumnya.
Setelah mendengarkan masukan dari pihak In-Docs untuk menjembatani surat keberatan yang dilayangkan sebelumnya, maka pada 6 Juli 2020 Kemendikbud melayangkan surat permintaan maaf secara resmi dan membantu menurunkan film Sejauh Kumelangkah dari UseeTV.
Selanjutnya, pihak Kemendikbud hadir pada mediasi yang dilakukan bersama kuasa hukum Ucu Agustin, pada 10 dan 18 Agustus 2020. “Kami tidak membantah bahwa ada kendala administrasi penayangan film tersebut. Namun kami beritikad baik dengan mengajukan permohonan maaf secara resmi dan mencoba mengklarifikasi permasalahan ini supaya lebih jelas,” terang Direktur Jenderal (Dirjen) Kebudayaan Hilmar Farid.
Hilmar juga menekankan penayangan program BDR di TVRI bersifat nonkomersial sehingga Kemendikbud tidak mendapatkan keuntungan secara ekonomi dalam bentuk apa pun dari tayangan tersebut.
“Semangat kami dalam program BDR hanya untuk membantu mencari solusi dunia pendidikan di tengah pandemi dengan mengayomi pelaku perfilman untuk sama-sama bergotong royong berperan membantu masyarakat, terutama para pendidik dan peserta didik. Kami menghormati aturan hukum yang berlaku dan berharap permasalahan ini segera rampung,” tutup Hilmar.
