Serapan Anggaran Penanganan Covid-19 dan PEN Capai 97,12 Persen
JAKARTA, jurnaljateng.id, Pemerintah melalui Menko Perekonomian Airlangga Hartarto memberikan penjelasan tentang capaian penyerapan anggaran penanganan Covid-19 dan Program Pemulihan Nasional (PEN). Total serapan yang dicapai hingga kini sebesar Rp679 trilliun dari yang dianggarkan Rp695 trilliun.
“Jadi, hampir seluruh program ini akan terpakai. Masih ada satu minggu, untuk mendetailkan yang belum, yang perlu tambahan,” jelasnya saat Konferensi Pers Komite Penanganan Covid-19 dan Pemulihan Ekonomi Nasional di Jakarta, pada Jumat, (4/9/2020).
Dilansir dari PBIP Ia mengatakan yang terkait dengan vaksin, sudah tersedia. Pemerintah sudah menyiapkan down payment untuk tahun ini adalah Rp3,3 triliun, sedangkan seluruh dana yang disiapkan adalah Rp37 triliun untuk program multiyears.
Ia juga menjelaskan, terkait dengan kegiatan sektor kesehatan, recovery rate Indonesia mencapai 71,7 persen, lebih tinggi dari recovery rate global dan kasus fatality ratenya 4,2 persen.
Dalam usulanya untuk daerah yang dapat keluar dari wilayah kuning menjadi hijau agar diberi insentif Dana Insentif daerah (DID).
“Hal-hal yang perlu ditangani adalah di 8 daerah utama ini, dipertimbangkan untuk dibuatkan DID yang memberikan insentif apabila daerah-daerah tersebut terkonversi dari daerah kuning menjadi daerah hijau, ” jelasnya. Sehingga hal itu akan ditindak lanjuti oleh beberapa Kementrian, diantaranya Kementrian dalam Negeri, Kementrian Keuangan dan Kementrian Kesehatan.
Lebih lanjut dalam ungkapanya, di aspek perekonomian, ia melaporkan posisi sektor keuangan tetap kuat karena posisi Capital Adequacy Ratio (CAR) atau rasio kecukupan modal perbankan Indonesia per 31 Agustus adalah 23,1% dimana standar kecukupan modalnya adalah 8%.
Per Juli, dana pihak ketiga tumbuh 8,53%, cukup meningkat. Restrukturisasi dari sektor keseluruhan mencapai Rp857,6 triliun dan sektor korporasi sudah restrukturisasi sebesar Rp502,74 triliun untuk 1,42 juta debitur. Untuk UMKM Rp354,26 triliun untuk 5,76 juta nasabah. Penempatan dana pemerintah di bank Himbara sebesar Rp30 triliun realisasinya Rp79,7 dan ini hampir 3 kali lipat. Sedangkan yang di Bank Pembangunan Daerah (BPD) dari Rp11,5 triliun masih perlu didorong.
Di sektor UMKM, penyaluran KUR per September ditargetkan Rp190 triliun, realisasinya sudah Rp103 triliun dengan jumlah nasabah tambahan 3 juta.
Banpres produksi telah disalurkan per 4 September 2020 untuk 5,5 juta pelaku usaha mikro. Total penyaluran Rp13,4 triliun. BPUM ini didominasi salah satunya oleh Provinsi Jawa Barat.
Program subsidi upah targetnya Rp15,7 juta penerima sudah berjalan 5 batch, sebesar 13,5 juta penerima yang terdiri dari berbagai perbankan.
“Kartu Prakerja sudah berproses dinikmati 3 juta penerima. Gelombang ketujuh, masuk sekitar 800 ribu lagi. Program bansos, secara keseluruhan telah berjalan,” pungkasnya. (PBIP/JJID)
