Negara G20 Soroti Potensi Peningkatan Korupsi Masa Pandemi

JURNALJATENG.ID, JAKARTA – Pemberantasan Korupsi mengikuti pertemuan G20 Anti-Corruption Ministers Meeting akan dilaksanakan secara virtual pada Kamis, 22 Oktober 2020 malam pada 23 Oktober.

Pertemuan ini merupakan pertemuan setingkat menteri atau pimpinan lembaga yang diselenggarakan untuk merayakan 10 tahun G20 Anti-Corruption Working Group (ACWG).

Pertemuan ini akan mengesahkan pernyataan komitmen bersama berupa deklarasi tingkat Menteri (Ministerial Communique) serta 11 dokumen kesepakatan G20 ACWG.

Dokumen kesepakatan ini disusun melalui rangkaian diskusi dan negosiasi G20 ACWG yang dilakukan sepanjang tahun 2020, di bawah kepemimpinan bersama Saudi Arabia dan Italia.

Salah satu dokumen yang disepakati dalam pertemuan malam tadi adalah G20 Anti-Corruption Ministerial Communiqué. Dokumen tersebut menyepakati untuk memperkuat komitmen anti korupsi negara – negara anggota G20.

Deklarasi ini memuat highlight hasil-hasil yang telah dicapai oleh ACWG 2010 sampai 2020 dan prioritas ACWG di masa yang akan datang.

Pandemi Covid-19 menjadi salah satu isu yang paling disorot dalam pertemuan tersebut. Pandemi yang belum pernah terjadi sebelumnya, merapuhkan kondisi sosial dan ekonomi global.

Seluruh negara yang hadir menekankan kerapuhan ini menimbulkan peningkatan ancaman dan dampak serius korupsi dalam pertumbuhan ekonomi, pembangunan berkelanjutan, investasi dan inovasi yang berkualitas, serta kepercayaan antara pemerintah dan warga negara.

Dalam sambutannya, Ketua KPK Firli Bahuri menegaskan komitmen Indonesia dalam pemberantasan korupsi pada masa pandemi.

“Kami juga berkomitmen untuk memastikan bahwa semua lembaga penegak hukum menggiatkan upaya-upaya penyidikan dan penuntutan kasus tindak pidana korupsi sebagai peranserta untuk memitigasi dampak pandemi Covid-19,” kata dia.

Semua delegasi menyepakati harus ada tindakan darurat pada saat krisis ekonomi dan pemulihan.

Namun di sisi lain, tindakan darurat ini dapat menimbulkan risiko penyelewengan, penipuan, dan bentuk korupsi lainnya.

Maka, seluruh negara anggota G20 ACWG berkomitmen untuk memperkuat perjanjian dalam peberantasan korupsi.

Untuk tujuan ini, yang terpenting adalah kesepakatan multilateral dalam pemberantasan korupsi.

Terutama melalui penerapan dan pemantauan komitmen dan norma internasional.

Khususnya dalam pertukaran informasi.

Namun harus tetap dicapai tanpa mengurangi kedaulatan sebuah negara, hukum domestik, dan prinsip-prinsip dasar hak asasi manusia.

Dokumen lain yang disepakati adalah Annex A: G20 Call to Action on Corruption and COVID-19. Dokumen ini menmuat prioritas negara-negara G20 dalam menyusun dan mengimplementasi kebijakan anti korupsi di masa pandemi.

Prioritas yang tercantum dalam dokumen tersebut terbagi dalam tiga komitmen besar. Pertama, mengutamakan transparansi dalam menanggulangi virus Covid-19.

Dalam komitmen ini, transparansi harus dilakukan dalam segala aspek, mulai dari pencegahan korupsi dengan mendeklarasikan harta pejabat negara secara berkala, hingga data-data penerima manfaat guna memaksimalkan jangkauan pemerintah dalam penanggulangan Covid-19.

Kedua, mempertahankan tata kelola pemerintahan yang baik dan meningkatkan pengawasan.

Dua hal ini harus dilakukan baik di sektor publik maupun swasta.

Terakhir adalah terus menjaga integritas untuk proses pemulihan jangka panjang di segala sektor.

Sistem dan lembaga pemberantasan korupsi harus terus diperkuat.

Sebab, dalam pemulihan ekonomi dalam jangka panjang diperlukan pengawasan dan pemberantasan korupsi yang dilakukan bersama oleh semua pemangku kepentingan, termasuk masyarakat.
