27 CCTV – Speedcam ETLE Siap Tindak Pelanggar Lalin di Jateng
JURNALJATENG.ID, SEMARANG – 27 Kamera yang terdiri dari 21 titik Closed Circuit Television (CCTV) dan 6 speedcam di wilayah yang rawan di Jawa Tengah siap menindak pengguna jalan yang tertangkap basah melakukan pelanggaran lalu lintas (lalin) melalui tangkapan gambar atau capture kamera.
“Speedcam ini kita gunakan untuk masyarakat yang ugal-ugalan,” kata Kapolda Jawa Tengah saat konfrensi pers di Regional Traffic Management Center (RTMC) Gedung Ditlantas Polda Jateng, Kombes Pol Rudy Syarifudin, Senin ( 22/2/2021).
Sistem penegakan lalu lintas yang dinamai Electronic Traffic Law Enforcement (ETLE) ini bakal dilaunching pada 17 Maret mendatang. Kemudian, tahap kedua dijadwalkan akan di launching pada bulan April.
“Nanti akan kita tingkatkan menjadi 52 titik, dengan harapan masyarakat akan tahu dengan adanya ETLE Polda Jateng mendukung program bapak Kapolri, selain mendidik masyarakat kita terkait aspek lalulintas,” kata Kapolda Jawa Tengah saat konfrensi pers di Regional Traffic Management Center (RTMC) Gedung Ditlantas Polda Jateng, Senin ( 22/2/2021).
Kapolda menyebut pemberlakuan ETLE ini bertujuan untuk mengurangi resiko anggota Polri bersentuhan dengan masyarakat, dan menyadarkan masyarakat untuk patuh berlalu lintas.
“Satu pelangaran yang tekait pemakaian helm, tidak pakai safety belt, pakai handphone dan melawan arus itu akan ditindak,” ujar Kapolda.
Saat konfrensi pers, Kapolda bersama Dirlantas Polda Jateng, Kombes Pol Rudy Syarifudin menunjukan contoh pelanggaran yang terekam CCTV. Hasil capture kamera ETLE tampak jelas dan detail termasuk plat nomor kendaran.
“Ini keliatan semuanya, datanya juga ada. Motor bodong juga keliatan disini,” tutur Kapolda.
Kombes Pol Rudy Syarifudin menambahkan sebetulnya ETLE yang betujuan mencerdaskan masyarakat ini telah terpasang sejak 3 tahun, namun karena regulasinya kala itu belum ada masih terdapat hambatan dalam menerapkannya.
“Sekarang kita lakukan seluruhnya kita bekerjasama dengan kadispenda, dinas perhubungan dimana di ETLE ini akan melihat orang yang belum bayar pajak. Pelangaran ada berapa ? salah satunya di lampu merah dia menerobos lampu merah, terus kita liat lagi pajaknya, kalau pajaknya mati maka dua dia melakukan pelanggaran,” terang Kombes Rudy.
Rudy menjelaskan jika dalam tiga kali surat tilang elektronik yang terkirim dialamat pemilik kendaran tidak diindahkan maka secara otomatis akan terblokir.
“Dan orang yang membayar denda harus menyertakan keseluruhannya, KTP asli, STNK dan sebagainya. Untuk disamakan jenis kendaraan dan pemiliknya. Jadi tidak ada lagi , pak ini bukan kendaraan saya, tapi kita belum balik nama, sudah saatnya satu orang satu kendaraan. Kalau di pinjamkan itu resiko,” jelasnya.
Selain itu, ETLE ini dijelaskanya juga telah terkoneksi dengan daerah lain sehingga pelanggar berplat luarkota dapat dikenai sangsi.
“Kita servernya terkoneksi langsung, jadi tilangnya dikita tapi datanya dari Jakarta,” contoh Kombes Rudy.
Rudy berharap melalui tilang online ini dapat meningkatkan kesadaran masyarakat akan berkendara selain itu juga menindak para pelanggar pajak.
“Terlalu banyak penguna kendaraan yang tidak membayar pajak, dengan adanya E tilang ini akan tercapture, dalam satu tahun ada Rp 200-300 miliar bahkan Rp 500 miliar malah yang menunggak pajak,” pungkasnya.
Berikut sebaran titik ETLE dan Speedcam di Jawa Tengah:
- Semarang 3 titik (Jalan Pandanaran depan RS Hermina, Depan Kantor BRI, Brigjen Katamso).
- Demak (Tl Bogorme).
- Pati 2 titik (Jalan Kol Sunandar, jalan A Yani).
- Surakarta 6 titik (SP 5 Komplang, SP 5 Balapan, SP 4 Kerten, SP 4 Sate Dahlan, SP 4 Mujahidin, SP 4 Patung Wisnu).
- Klaten 2 titik (SP 4 Pasar Srago, SP 4 Bendi Gantungan)
- Karanganyar (SP 3 Nglano).
- Wonogiri (SP 4 Ponten).
- Kebumen ( SP 5 Kebulusan)
- Cilacap 2 titik ( SP 4 Terminal, SP 4 Alun-alun)
- Purbalingga (SP 4 Terminal)

- Klaten 2 titik (Jalan Raya Solo-jogja ceper Klaten, Jalan Raya Jogya-Solo Ceper Klaten)
