Berbagai Dukungan Pemerintah untuk Pesantren di Tengah Pandemi
JURNALJATENG.ID, JAKARTA – Pemerintah terus melakukan upaya untuk menangani Covid-19 dari aspek kesehatan, namun juga menangani kondisi sosial ekonomi yang terdampak akibat Covid-19.
Pemerintah mengalokasikan berbagai anggaran untuk menolong masyarakat dan dunia usaha bisa bertahan dan kembali pulih. Salah satunya yaitu pemerintah telah mengatur alokasi dana dukungan bagi pesantren dan pendidikan keagamaan di tengah pandemi Covid-19 ini melalui program pemulihan ekonomi pesantren.
“Pemerintah memberikan alokasi hingga Rp2,6 triliun dalam rangka menyiapkan pesantren untuk bisa beradaptasi terhadap kebiasaan baru akibat adanya pandemi Covid-19, atau new normal,” kata Menteri Keuangan (Menkeu) Sri Mulyani Indrawati saat memberikan sambutan pada Peringatan Hari Santri 2020, yang diselenggarakan secara virtual pada Kamis (22/10/2020) kemaren.
Menkeu merinci bahwa bantuan tersebut adalah untuk membantu operasional pendidikan dari lembaga pesantren dan Madrasah Diniyah, Taqmiliyah, Lembaga Pendidikan Alquran sebesar Rp2,38 triliun dan juga bantuan pembelajaran daring bagi pesantren selama tiga bulan sebesar Rp211,7 miliar.
Menkeu melanjutkan, pemerintah juga memberikan insentif untuk guru, ustadz, dan pengasuh pondok pesantren melalui bantuan sosial, serta bantuan pembangunan atau perbaikan sarana prasarana, tempat duduk, wastafel, tempat cuci tangan di 100 pesantren yang tersebar di 10 provinsi. Menkeu juga mengatakan bahwa bantuan dari berbagai anggaran Kementerian/Lembaga juga telah diberikan yang mencapai lebih dari Rp991 miliar.
Selanjutnya, Menkeu mengungkapkan bahwa pemerintah juga membantu akses pembiayaan untuk para santri untuk menyelenggarakan usaha produktif yaitu Kredit Usaha Rakyat (KUR) dimana para santri dapat menggunakannya dalam rangka membiayai usaha produktif dengan mengakses pembiayaan kredit usaha rakyat di kantor cabang bank pelaksana terdekat, termasuk yang menerapkan layanan syariah.
Terhadap masyarakat maupun santri yang masih belum dapat mengakses perbankan melalui kredit usaha rakyat, Menkeu berkata bahwa Pemerintah juga telah memberikan akses untuk usaha yang skalanya ultra mikro dalam program pembiayaan Ultra Mikro (UMi).
Menkeu menambahkan bahwa sampai dengan 20 Oktober 2020, pembiayaan UMi telah mencapai 3,3 juta masyarakat penerima di mana 565.000 UMKM menerima pembiayaan melalui akad syariah yang disalurkan melalui koperasi syariah yang menjadi lembaga linkage atau penghubung dari program UMi ini.
Menkeu juga mendorong pondok pesantren agar dapat bekerjasama dengan OJK dan Laznas untuk mendirikan Bank Wakaf Mikro, sehingga dapat bersama-sama memberdayakan masyarakat di sekitar pesantren.
Menurut Menkeu, berdasarkan data OJK tanggal 9 September 2020, kumulatif pembiayaan yang disalurkan oleh Bank Wakaf Mikro telah mencapai Rp48 miliar.
Pada kesempatan itu, Menkeu juga mengatakan bahwa pemerintah terus mendukung pengembangan potensi santripreneur yang berbasis usaha kecil menengah (UKM) dan juga koperasi yang berbasis industri kelapa sawit.
Pemerintah dalam hal ini Kementerian Keuangan melalui lembaga BLU Badan Pengembangan Dana Kelapa Sawit (BPDKS) dan Kementerian/Lembaga lainnya telah meluncurkan pengembangan potensi santripreuner berbasis sawit sebagai program pemberdayaan ekonomi daerah pada tanggal 1 Oktober 2020 yang lalu.
“Kami juga meningkatkan kapasitas dan peranan dari para santri melalui investasi di bidang Pendidikan,” lanjut Menkeu.
Menkeu menjelaskan bahwa pemerintah telah membangun dana beasiswa LPDP khusus untuk santri, yang hingga tahun 2019 lalu telah mengirimkan 293 santri untuk bisa mengikuti program Pendidikan Magister dan Doktor pada universitas-universitas di seluruh dunia.
Sebagai penutup, Menkeu menegaskan bahwa kolaborasi yang solid antara berbagai elemen masyarakat terutama santri dan pesantren sangat penting di dalam mewujudkan akselerasi perekonomian rakyat, apalagi di tengah pandemi Covid-19 yang memang banyak memberikan dampak negatif pada kondisi sosial ekonomi.
Menkeu berharap para santri dan pesantren akan menjadi sumber inspirasi terhadap daya tahan dan daya mampu untuk terus berkreasi di dalam cobaan menghadapi Covid-19 ini.
“Saya menaruh harapan besar kepada para santri dan pesantren di seluruh Indonesia untuk mampu menjalankan peran penting sebagai sentra bagi kegiatan ekonomi kerakyatan, dan sekaligus menjadi motor penggerak ekonomi masyarakat di sekitar.
Sebagai penutup saya ingin mengucapkan bahwa santri harus sehat dan kuat.
Santri juga harus memiliki hati dan jiwa yang besar.
Memiliki ilmu serta akhlak yang mulia dan mampu memberikan kontribusi besar bagi kemajuan bangsa Indonesia,” tutup Menkeu.
