Paguyuban BPD Koordinasi Dengan Dispermades Kendal
JURNALJATENG.ID, KENDAL – Demi Terciptanya sistem kepengurusan yang lebih profesional keberadaan di tingkat Desa sebagai Kontrol Pemerintah Desa. Paguyuban Badan Permusyawaratan Desa (BPD) Kabupaten Kendal berkoordinasi dengan Dinas Pemberdayaan Masyarakat dan Desa (Dispermades) Kabupaten Kendal untuk membahas beberapa agenda. Koordinasi dilakukan di ruang Pemberdayaan, gedung Dispermades Kendal, Jumat (15/1/2021).
Sepuluh pengurus paguyuban BPD hadir dalam koordinasi, di antaranya ketua paguyuban H. M. Sugiharto dan Sekretaris paguyuban Suardi Atturki. Dari pihak Dispermades hadir Kepala Dinas, H. Wahyu Hidayat, dan Kepala Bidang Pemerintahan Desa, Sugeng Titis Guritno. Hadir pula Kepala Bagian Hukum H. Nur Fuad, dan Tekat Utomo dari Bagian Tata Pemerintahan, Setda Kendal.
Sekretaris paguyuban BPD Kendal, Suardi meyebutkan ada empat usulan yang disampaikan ke Pemerintah Kabupaten Kendal. Empat usulan tersebut yaitu: (1) penetapan tunjangan, operasional, dan hak lain BPD dengan Peraturan Bupati, (2) pembinaan bagi Penyelenggara pemerintahan Desa yang setara dan berkeadilan, (3) pembinaan dan pengawasan pelaksanaan peraturan perundang-undangan terkait Pengeloaan Aset Desa dan Pengelolaan Keuangan Desa, dan (5) pengesahan atau pelantikan anggota BPD Pengganti Antar Waktu (PAW).
“Usulan kita tidak hanya perihal kedudukan keuangan BPD, tetapi lebih dari itu menekankan upaya penegakan peraturan yang sudah ada; karena keberadaan BPD sudah diatur dalam undang-undang. Namun kenyataannya, keberadaan BPD masih dipandang sebelah mata,” kata Suardi.
Usulan tentang perlunya tunjangan dan anggaran operasional BPD diatur dalam Peraturan Bupati pernah disampaikan kepada Bupati Kendal, pada tanggal 26 Juni 2020 lalu. Paguyuban BPD mengusulkan, supaya dikeluarkan peraturan yang mengatur penghasilan tetap (Siltap) kepala Desa, perangkat Desa dan tunjangan BPD dalam satu Peraturan Bupati.
“Ini sangat penting kita sampaikan karena sesuai dengan Undang-Undang Nomor 6 Tahun 2014 tentang Desa, Permendagri Nomor 110 Tahun 2016 tentang BPD, Perda Nomor 20 tahun 2018 tentang BPD, maupun Perbup Kendal Nomor 6 tahun 2019, BPD berhak mendapatkan Tunjangan Kedudukan, Tunjangan Kinerja, juga anggaran operasional,” jelasnya.
Menurutnya, biaya operasional memiliki cakupan yang luas, meliputi anggaran sekretariat BPD, honorarium staf BPD, dan perjalanan dinas BPD dalam menjalankan tugas pokok dan fungsi, seperti pengawasan.
Selanjutnya, merujuk ketentuan peraturan perundang-undangan, ia menilai BPD juga memiliki hak diberikannya sebuah peningkatan kapasitas, yang sumber anggarannya dari APB Desa maupun APBD kabupaten Kendal.
Mengenai pengawasan pelaksanaan peraturan perundang-undangan terkait Pengeloaan Aset Desa dan Pengeloaan Keuangan Desa, Sugeng Titis Guritno menyampaikan, “Pengeloaan aset desa mengikuti ketentuan yang ada dalam Peraturan Bupati Kendal Nomor 46 Tahun 2016. Hasil pemanfaatan tanah bengkok sebagai PADes masuk di APBDes, dapat digunakan untuk tambahan tunjangan kepala Desa dan perangkat Desa. Dibayarkan setiap bulan. Dapat itu bisa seluruhnya, bisa juga sebagian”.
Berdasar asas rekognisi, “karena desa punya wewenang hak asal-usul, penentuan prosentase-nya diatur di dalam Peraturan Desa”, terang Titis Guritno.
Menanggapi usulan perlunya tunjangan kedudukan, tunjangan kinerja, operasional BPD dan hak-hak lainnya diatur dalam Peraturan Bupati, H. Wahyu Hidayat menyampaikan, ” Kami sedang menyusun Peraturan Bupati yang dimaksud. Saat ini masih dalam proses. Dan, tentu akan melibatkan paguyuban BPD dalam proses penyusunan, hingga ditetapkan oleh Bupati”.
Pada penghujung acara H. Wahyu Hidayat menyampaikan terimakasih kepada paguyuban BPD. Ternyata apa yang diupayakan juga menjadi perhatian paguyuban BPD. Semua yang dilakukan adalah untuk menjadikan desa menjadi lebih baik ke depan.
