Ini 3 Kota Jadi Pilot Project Polda Jateng Terapkan ELTE
JURNALJATENG.ID, SEMARANG – Rencana menghilangkan sistem penilangan polisi lalu lintas (Polantas) terhadap pengendara yang melanggar dan diganti dengan penegakan hukum berbasis elektronik seperti tilang Electronic Traffic Law Enforcement (ETLE) yang disampaikan oleh calon Kapolri Komjen Listyo Sigit Prabowo saat fit and proper test, ditanggapi serius oleh Dirlantas Polda Jateng Kombes Pol. Rudy Syafirudin.
Dengan wacana calon Kapolri, menghilangkan tilang tradisional menjadi tilang digital, menurut Rudy, Polda Jateng akan memaksimalkan program tersebut. Sebab sejak November 2020 lalu sudah meniadakan penilangan di seluruh jajaran, dengan tujuan untuk mengedukasi masyarakat agar tertib dan berdisiplin dalam berlalu lintas dengan baik.
“Polda Jateng telah menyiapkan pilot project di tiga tempat yang sudah siap, yaitu Solo, Kota Semarang dan Banyumas. Yang nantinya akan berkoordinasi dengan Dinas Perhubungan dan Dinas Pendapatan Daerah,” jelas Dirlantas Polda Jateng Kombes Pol. Rudy Syafirudin di Kantor Gubernuran Jl Pahlawan, usai bertemu dengan Gubernur Jawa Tengah Ganjar Pranowo, Jum’at (22/1/2021)
Lebih lanjut disampaikan, bahwa nantinya program ini otomatis akan mengurangi adanya anggota yang membuat pelanggaran sekecil apapun. Dan untuk Kota semarang sendiri, telah memilik 3 CCTV ETLE dan akan segera akan di launchingkan bulan depan.
“Nanti akan kita kondisikan, barusan saja kita rapat dengan Pak Gubernur, beliau menyambut baik gagasan Kapolri tersebut dan menyampaikan jika bisa dijadikan suatu central Solo dan Semarang,” ungkapnya.
Dengan adanya E-tilang lanjutnya, otomatis akan mengurangi adanya anggota yang membuat pelanggaran sekecil apapun. Dan idealnya, ETLE ini, seharusnya ada di kota-kota besar, seperti yang ada di Kota Semarang, sebelum dilakukan survey semsntara tercatat ada 30 titik, namun setelah dilakukan disurvey secara lebih cermat, tercatat ada sekitar 50-60 titik yang perlu dipasangi ETLE.
“Dimana yang kita ambil adalah tempat rawan masyarakat melakukan pelanggaran lalu lintas seperti marka jalan, rambu-rambu, tidak pakai sabuk pengaman, melawan arus nah itu yang kita pasang ETLE,” tandas Kombes Rudy
Rencana Pemaksimalan ETLE
Sebelumnya, Calon kapolri Komjen Listyo Sigit Prabowo mengatakan, Polri mendukung inovasi dan industri kreatif yang memberikan kontribusi kepada perubahan dan kemajuan kemajuan kehidupan bermasyarakat. Untuk itu, secara bertahap Kepolisian RI akan mengedepankan mekanisme penegakan hukum berbasis elektronik di bidang lalu lintas atau electronic traffic law enforcement (ETLE).
Sigit mengatakan, tujuan lain dari mengoptimalkan ETLE yaitu untuk mengantisipasi penyimpangan- penyimpangan yang dilakukan anggota saat proses penilangan secara langsung.
“Mekanisme ETLE itu untuk mengurangi interaksi dalam proses penilangan, menghindari terjadinya penyimpangan saat anggota melaksanakan penilangan,” kata Sigit saat Fit and Proper Test di hadapan komisi III DPR RI, Rabu (20/1/2022) lalu.
Nantinya, lanjut Sigit, Polantas yang bertugas di lapangan hanya perlu mengatur lalu lintas saja tanpa melakukan penilangan jika ada pengendara yang melanggar aturan. Sebab, para pelanggar tersebut sudah otomatis tertilang dengan ETLE. Dia pun berharap, hal itu bisa mengubah ikon atau wajah Polri menjadi lebih baik lagi khususnya bagian lalu lintas.
