Arahan Tegas Kapolri Keseluruh Jajaran Saat Gelar Apel Kasatwil
JURNALJATENG.ID, JAKARTA – Kapolri Jenderal Idham Azis memimpin apel Kepala Satuan Wilayah (Kasatwil) seluruh Indonesia di Gedung Rupatama Mabes Polri, Jakarta Selatan, Rabu (25/11/2020). Kegiatan ini diikuti oleh 34 Kapolda dan 493 Kapolres.
Karena masih Pandemi Covid-19 atau virus corona, beberapa Kapolda dan Kapolres mengikuti acara ini secara virtual. Hal itu dilakukan demi menerapkan protokol kesehatan yang ketat.
Kepala Divisi Humas Polri Irjen Argo Yuwono mengungkapkan bahwa, dalam arahannya Kapolri Jenderal Idham Azis memberikan beberapa arahan tegas kepada seluruh jajarannya di Indonesia. Diantaranya, terkait dengan penanganan Covid-19.
Kapolri, dikatakan Argo, menginstruksikan untuk para Kasatwil tidak ragu-ragu untuk menegakan protokol kesehatan di masyarakat.
“Jadi kegiatan Apel Kasatwil ini berkaitan dengan beberapa hal. Penanganan Covid-19 bahwa penekanan pada undang-undang yaitu para Kapolda harus menegakkan protokol kesehatan, tidak ada keragu-raguan bersama dengan TNI, Satpol PP dan tokoh masyarakat,” kata Argo.
Kemudian arahan tegas selanjutnya adalah, para Kapolda dan Kapolres diminta untuk netralitas harga mati dalam pelaksanaan Pilkada serentak tahun 2020. Selain itu, jajaran juga diinstruksikan menjaga keamanan saat pesta demokrasi itu berlangsung.
“Berkaitan dengan Pilkada Serentak 2020, tentunya dengan adanya Pilkada ini mulai dari para Kapolda, Kapolres yang ada Pilkada nya serentak di 270 provinsi, kabupaten/kota akan melakukan pengamanan TPS, mengamankan kotak surat suara, himbauan tentang perhitungan suara dan pentahapan-pentahapan lainnya. Dalam Pilkada penekanannya adalah netralitas harga mati,” ujar Argo.
Argo menekankan, apabila Kasatwil melanggar hal tersebut, maka Kapolri tidak akan segan-segan memberikan sanks disiplin kepada jajarannya.
“Kemudian apabila ada anggota Kepolisian yang melakukan pelanggaran, ditekankan oleh Bapak Kapolri melalui STR, Vidcon, atau arahan langsung akan ditindak tegas berdasarkan pelanggaran yang dilakukan di lapangan,” ucap Argo.
Selanjutnya, arahan soal UU Cipta Kerja Omnibus Law. Terkait hal itu, Kapolri memperbolehkan masyarakat menggelar aksi namun, para Kasatwil diinstruksikan untuk langsung menindak tegas apabila demonstrasi penolakan berujung anarkis.
“Berkaitan dengan Omnibus Law, tentunya akan dikeluarkan kebijakan, apabila memang dalam menyampaikan pendapat telah diatur dalam amanat undang-undang, apabila terjadi anarkis akan ditindak tegas,” kata Argo.
Sementara terkait pengamanan Natal 2020 dan Tahun Baru 2021, Polri melakukan pengamanan dengan operasi khusus Kepolisian terpusat dengan sandi Opera Lilin yang diselenggarakan mulai dari tanggal 23 Desember 2020 sampai dengan 4 Januari 2021.
“Pengamanan Operasi Lilin tersebut ada 191.534 personel yang dilibatkan dalam operasi tersebut, kemudian membuat 4.216 pos pelayanan dan pos pengamanan. Untuk kegiatan tersebut kami mengedepankan kegiatan simpati dan tidak ada represif,” ujar Argo.
Aksi simpati, dikatakan Argo, Kapolri berkeinginan agar jajarannya melakukan aksi simpatik kepada masyarakat khususnya pengguna jalan apabila ada yang melanggar dengan cara memberikan bantuan sosial berupa sembako, masker serta hand sanitizer.
“Melalui Aslog, Kapolri menyampaikan telah menyediakan 5.000 ton beras yang saat ini berada di Bulog untuk diberikan kepada Polda dan Polres seluruh Indonesia agar dapat digunakan untuk membantu masyarakat yang terdampak Covid-19 terkait pendistribusiannya akan di rumuskan oleh Aslog,” kata Argo.
Dalam Rapim Apel Kasatwil tahun 2020, Kapolri menekankan bahwa, seluruh kegiatan difokuskan kepada giat kemanusiaan/bakti sosial, sinergitas TNI-Polri mengkristal didalam hati seluruh anggota dan pembinaan personel Kepolisian dengan reward and punishment.
Disisi lain, Argo menegaskan, sejak kepemimpinan Kapolri Idham Aziz dan telah dirumuskan oleh ASDM Kapolri bahwa sampai saat ini tidak ada anjak/seluruhnya memiliki jabatan dan sudah ditempatkan.
“Nantinya akan datang lulusan Lemhanas dan Sesko TNI dari Kepolisian yang akan langsung ditempatkan sesuai dengan kompetensinya,” ujar Argo.
“Polri berharap Apel Kasatwil T.A 2020 untuk kemasyarakatan bangsa Indonesia dapat bermanfaat,” kata Argo mengakhiri pernyataannya.
