RSUD Margono Masuk Top 45 Inovasi Layanan Publik Dengan Aplikasi Magan Mendoane Rini
PURWOKERTO, jurnaljateng.id, RSUD Dr Magono Soekarjo Purwokerto, masuk Top 45 Kompetisi Inovasi Pelayanan Publik (KIPP), KemenPAN-RB tahun 2020. Aplikasi “Mangan Mendoane Rini” (Pengembangan Sistem Pengelolaan Sediaan Farmasi: Obat/Alat Habis Pakai Terintegrasi Rekam Medis Elektronik) merupakan sistem manajemen rumah sakit yang mampu menghemat miliaran rupiah dan mengalihkan anggaran untuk pelayanan pasien.
Wakil Direktur Umum dan Keuangan RSUD Dr Margono Soekarjo Purwokerto, Yunita Dyah Suminar mengatakan, sistem tersebut dibuat karena adanya inefisiensi pengadaan obat. Dugaannya, karena ada praktik kolusi antara oknum internal rumah sakit dan pemasok obat.
Yunita Dyah Suminar, Wakil Direktur Umum dan Keuangan RSUD Dr Margono Soekarjo Purwokerto mengatakan, sistem tersebut dibuat untuk melakukan efisiensi pengadaan obat. Pihak Rumah Sakit menduga adanya praktek kolusi antara oknum internal rumah sakit dan pemasok obat.
“Celah (dugaan kolusi) bisa saja internal rumah sakit yang didukung oleh penyedia obat. Karena ada obat yang diskonnya sampai 60 persen,” ujarnya melalui sambungan telepon, baru-baru ini.
Ketika sistem tersebut belum hadir lanjut Yunita, selalu saja ditemukan banyak obat yang tak terserap. Jumlahnya, sekitar 0,15 persen obat kedaluwarsa. Adapun, setiap hari ada sekitar 6.554 resep obat.
“Sebagai contoh saja, sempat dianggarkan pengadaan obat itu taruhlah Rp 20 miliar. Namun, selalu ada keluhan dari dokter bahwa obat tidak cukup. Padahal, sesuai kalkulasi seharusnya mencukupi. Ibaratnya butuhnya nasi, tapi yang banyak dibeli kapur barus karena diskonnya banyak,” ucapnya.
Rumah Sakit melakukan penyelidikan, dan dari hasil penyelidikan, rupanya pengadaan obat selama ini tidak sesuai yang dibutuhkan. Semisal, untuk pengadaan obat penurun panas, terdapat berbagai merk dan jumlah.
Dengan temuan hasil penyelidikan, manajemen rumah sakit melakukan perombakan sistem pengadaan obat. Juga, pada pemilihan jenis dan merk sesuai penelitian ilmiah, terkait efektifitas obat. Dengan sistem ini, ketersediaan obat dan alat habis pakai bisa dipantau secara real time.
“Kuncinya taruh orang yang ‘tahan air’ di bagian pengadaan. Juga setiap penyedia obat wajib menandatangani pakta integritas, kalau memberi sesuatu ancamannya tidak akan kami pakai. Kami juga menghitung, kebutuhan obat per bulan berapa konsumsi nya berapa, bisa dihitung ada rumusnya,” imbuh Yunita.
Untuk menjaga keberlangsungan sistem tersebut, manajemen rumah sakit memberi apresiasi terhadap tenaga kesehatan. Bentuknya memberi kesempatan sekolah, ikut workshop, dan sistem penggajian serta tunjangan yang tepat waktu.
Dengan sistem tersebut, jumlah obat kedaluwarsa dapat ditekan hingga 0,08 persen. Selain itu, jaminan ketersediaan obat bagi pasien penyakit ginjal, diabetes maupun kanker. Selain itu efisiensi pengadaan obat dapat ditekan hingga 26 persen, dari sebelumnya 37 persen.
“Efeknya apa bagi pasien, ya kenyamanan. Lingkungan rumah sakit bagus, banyak tamannya. Ada gedung Onkologi untuk kanker. Seperti kata Pak Ganjar (Gubernur Jawa Tengah), dalam berinovasi itu sudah menjadi kebiasaan atau tradisi. Sehingga, sebenarnya kita tidak ingin berkompetisi, namun ingin melayani masyarakat lebih baik,” ucapnya.
Deputi bidang Pelayanan Publik Kementerian PANRB Diah Natalisa mengatakan, KIPP bertujuan memaksimalkan layanan publik. Sebab, tujuan berinovasi adalah untuk meningkatkan kualitas pelayanan publik sebagai bagian dari reformasi birokrasi di Indonesia.
Selain RSUD Dr Margono Soekarjo Purwokerto, lima daerah di Provinsi Jawa Tengah juga meraih kategori Top 45 KIPP tahun 2020. Yakni Kabupaten Demak dengan inovasi Cengkraman Mata Elang, Kabupaten Grobogan (Pengelolaan Pascapanen Komoditas Pertanian Melalui Sistem Resi Gudang). Disusul Kabupaten Kebumen (Kampung Garam), Kabupaten Pekalongan (Laboratorium Kemiskinan), dan Kota Magelang (Inobel I-STEAM). (DIJT/JJID)
