Rakor Dua Kementrian Dan Kepala Daerah, Pembelajaran Di Masa Pandemi
JAKARTA, jurnaljateng.id, Untuk memastikan kebijakan pembelajaran di masa pandemi Covid-19 dapat berjalan dengan baik di tiap-tiap daerah maka perlu koordinasi antara daerah dan kementrian terkait. Dalam hal ini Mentri Pendidikan dan Kebudayaan (Mendikbud) Nadiem Anwar Makarim dengan Mentri Dalam Negeri Tito Karnavian serta para kepala daearah melakukan rapat koordinasi secara daring.
Mendikbud menjelaskan dalam rapat koordinasi (rakor) bersama Kepala Daerah seluruh Indonesia tentang Kebijakan Pembelajaran di Masa Pandemi Covid-19 secara daring, rabu (2/9/2020). Prinsip kebijakan pendidikan di masa Pandemi yang di utamakan adalah kesehatan dan keselamatan bagi peserta didik, pendidik, tenaga kependidikan, keluarga dan masyarkat umum.
Pemerintah telah mengeluarkan kebijakan-Kebijakan dalam pembelajaran di masa pandemi Covid-19, seperti Revisi Surat Keputusan Bersama (SKB) Empat Menteri yang telah diterbitkan tanggal 7 Agustus 2020. Selain itu, sekolah diberi kebebasan untuk memilih kurikulum yang sesuai dengan kebutuhan pembelajaran di sekolah masing-masing.
“Kemendikbud juga melakukan inisiatif membantu mengatasi kendala yang dihadapi guru, orang tua, dan anak selama pembelajaran jarak jauh,” tutur Mendikbud.
Dengan berbagai pertimbangan dan masukan serta evaluasi dari implementasi SKB Empat Mentri pemerintah melakukan penyesuaian-penyesuaian, pembelajaran di Zona kuning dan Hijau dapat melakukan pembelajaran secara tatap muka dengan penerapan protokol yang ketat. Untuk daerah Zona orange dan Merah belum diijinkan melakukan tatap muka di satuan pendidikan.
Meski demikian lanjut Mendikbud, pembelajaran di zona kuning dan hijau tetap dilakukan secara bertingkat seperti apa yang ada pada SKB sebelumnya.
“Bukan berarti ketika sudah berada di zona hijau atau kuning, daerah atau sekolah wajib mulai tatap muka kembali ya,” jelasnya.
Mendikbud juga menegaskan, meskipun daerah sudah zona kuning dan hijau, serta pemerintah telah mengijinkan pembelajaran tatap muka, keputusan tetap pada orang tua. Kalau orang tua tidak mengijinkan putra putrinya melakukan pembelajaran tatap muka maka anaknya tetap melakukan pembelajaran dari rumah secara daring. Pihak Pemerintah dan Sekolah tidak dapat memaksa atau mewajibkan untuk pembelajaran tatap muka.
“Pembelajaran tatap muka di sekolah di zona kuning dan hijau diperbolehkan, namun tidak diwajibkan,” tegas Mendikbud.
Selain itu Mendikbud membedakan dengan SMK yang melakukan pembelajaran praktik. Untuk SMK yang sedang melakukan pembelajaran praktik di ijinkan melakukan pembelajaran tatap muka di semua zona dengan menerapkan protokol kesehatan yang ketat.
Evaluasi tetap dilakukan dengan Dinas-dinas terkait baik tingkat provinsi maupun kabupaten/Kota bersama satuan pendidikan akan terus berkoordinasi dengan gugus tugas percepatan penanganan Covid-19.
“Apabila terindikasi dalam kondisi tidak aman, terdapat kasus terkonfirmasi positif Covid-19, atau tingkat risiko daerah berubah menjadi oranye atau merah, satuan pendidikan wajib ditutup kembali,” tegas Mendikbud.
Sejak Maret 2020, Kemendikbud telah melakukan penyesuaian kebijakan pendidikan. Pada bulan Maret, terdapat pembatalan ujian nasional, ujian sekolah tidak perlu mengukur ketuntasan kurikulum, sekolah yang belum melaksanakan ujian dapat menggunakan nilai lima semester terakhir untuk menentukan kelulusan siswa.
Mendagri Tito Karnavian menghimbau kepada pemerintah daerah agar kebijakan pembelajaran di masa Pandemi Covid-19 terlaksana dengan baik di daerah, untuk memastikan sekolah yang sudah pembelajaran tatap muka (PTM) di zona merah dan zona oranye untuk kembali belajar dari rumah.
Untuk Zona hijau dan kuning, Pemda diminta Mendagri untuk mempersiapkan dana guna membantu sekolah dalam memenuhi protokol kesehatan.
Mendagri juga mengimbau kepada Pemerintah daerah untuk memberikan pemahaman bahwa kurikulum darurat dan modul pembelajaran tersedia dan dapat digunakan
“Saya meminta Pemda untuk mengingatkan sekolah memastikan pengisian nomor handphone siswa di dapodik untuk menerima bantuan penyediaan kuota,” pesan Mendagri.
Pemerintah pusat mengalokasikan dukungan dan bantuan, sedang pemerintah daerah bertanggung jawab dalam pemenuhan kebutuhan sekolah seperti pengukur suhu, masker, sanitasi.
”Pemda diimbau untuk memastikan dan mengawasi implementasi SKB di sekolah,” pesan Mendagri.
Sementara itu, Wakil Walikota Tegal, Muhamad Jumadi, mengatakan daerahnya melakukan aturan pembelajaran sesuai SKB Empat Menteri berprinsip pada kesehatan dan keselamatan siswa. Pelaksanaan pembelajaran tatap muka akan dilakukan dengan izin orang tua siswa.
Pada bagian terakhir dalam rakor tersebut, Wakil Walikota Malang, Sofyan Edi Jarwoko mengungkapkan rasa terima kasihnya karena dana BOS sangat bermanfaat bagi masyarakatnya di masa pandemi ini.(KPDK/JJID)
