BRI Cabang Madiun Ambil Dana Nasabah BLT UMKM
JURNALJATENG.ID, MADIUN – Para pelaku usaha kecil dan menengah di wilayah Kabupaten Madiun, Jawa Timur, mendadak tidak mempercayai policy ekonomi pemerintah lewat program bantuan langsung tunai (BLT) UMKM.
Hal itu baru disadari setelah bantuan yang sudah diterima usahawan kelas teri tersebut ditarik kembali pihak BRI, bahkan masih dikenakan kewajiban membayar sejumlah utang.
Sedikitnya tercatat 3 orang wira usaha berbagai bidang, yang dimintai konfirmasi jurnalis atas musibah yang menimpanya. Mereka masing masing Rini, warga Desa Klecorejo, Kecamatan Mejayan, Yuliana, warga Madiun dan Riana, warga Kecamatan Manguharjo, Madiun Kota.
Rini yang didampingi Yitno, suaminya, kepada jurnalis, Rabu (06/1), merinci kisah sedihnya yang diawali saat dia mendaftar BLT UMKM via daring pada Agustus tahun lalu.
Beberapa hari usai pendaftaran yang hanya berbekal nomor KTP nya itu, dia mendapat jawaban yang menyatakan pihaknya layak mendapat bantuan tersebut.
Bantuan sebesar Rp. 2.400.000 tersebut langsung nangkring di rekeningnya pada 15 Agustus 2020. Rini langsung mencairkan dana tersebut, lantaran segera digunakan untuk mengembangkan usahanya di bidang penjualan baju muslim secara online.
Namun sirnalah kegembiraan itu. Pasalnya, dana sebesar Rp. 1.200.000 yang ditransfer Winata, warga Tanjung Pinang, Kepulauan Riau, yakni konsumen pemesan baju muslim, pada Senin (4/1), itu lenyap saat hendak dicairkan Rini.
“Jadi uang dari konsumen itu mau saya belanjakan untuk memenuhi pesanannya. Ternyata kartu ATM saya kosong. Bahkan saya malah dinyatakan punya hutang BRI sebesar Rp. 1.200.000,” ungkap Rini.
Makin memilukan saat dia meminta penjelasan kepada pihak BRI setempat, atas bencana yang dialaminya. Rini, menurut petugas BRI, sesuai verifikasi lanjutan ternyata tidak memenuhi syarat sebagai penerima bantuan.
Pihak BRI, menurut Rini, membekukan rekeningnya lantaran rekening tersebut terdaftar sebagai penerima bantuan, yakni Banpres Produktif Usaha Kecil (BPUM) yang tersalurkan lewat program BLT UMKM.
“Bantuan itu tidak menyenangkan. Tapi malah menyusahkan. Bagaimana tidak, saya jadi pontang panting kalau begini ini. Masih dianggap punya hutang BRI lagi,” keluhnya.
Pihak BRI, menurut Rini, akan mengaktifkan kembali rekening bank nya jika dia sudah mengembalikan utangnya kepada BRI sebesar Rp. 1.200.00.
Sementara LSM Garda Terate Madiun yang mendengar persoalan ini, langsung bereaksi keras dan segera melanjutkan laporannya ke Kejaksaan setempat.
Kepada jurnalis yang menemuinya terpisah, Bambang Gembik, personil LSM Garda Terate Madiun, menilai bantuan itu dapat dikatakan praktek ‘akal akalan’ pemerintah berkedok membantu.
“Bantuan pemerintah kepada pelaku usaha kecil lewat program BLT UMKM itu gratis. Cuma cuma alias hibah. La kok dibilang hutang oleh BRI. Katakanlah kalau benar nasabah hutang, apakah BRI punya bukti otentik yang menyatakan nasabah itu pinjam uang?,” bentak Gembik.
Lebih lanjut Gembik menyoroti cara BRI menagih pinjaman kepada nasabah, yang dlakulan dengan cara langsung memangkas dana dari rekening milik nasabah tanpa konfirmasi yang berhak.
Yang lain, cetus Gembik, bab pembekuan rekening nasabah dengan alasan yang bersangkutan tidak memenuhi syarat pada verifikasi lanjutan, dianggap sebagai alasan orang tidak waras.
“Begini ya. Kalau memang benar ada verifikasi lanjutan, itu artinya verifikasi pertama belum fix. Belum final. Lah kalau belum final kenapa uang bantuan kok sudah ditransfer kepada nasabah? Waras gak ini?,” hardiknya.
Sebagaimana dikutip Antara, Selasa (25/8/2020), Presiden Jokowi menegaskan, “Sekali lagi Banpres produktif ini perlu saya sampaikan ini adalah hibah, bukan pinjaman, bukan kredit, tapi hibah,”.
Disambung Gembik, kasus tersebut diduga menimpa ribuan pelaku usaha kecil dan menengah di wilayah Madiun, yang tertatih tatih mencari bantuan dana modal guna mengembangkan usahanya.
Sementara Asisten Manager Bisnis Mikro BRI Cabang Madiun, Herman, yang hendak dikonfirmasi jurnalis di kantornya, Jalan Pahlawan Madiun, ternyata tidak berada di tempat.
“Bapak tidak ada di kantor. Sedang pergi keluar kantor,” tutur pria gendut, yang enggan namanya di online kan, namun bersedia disebut posisinya sebagai Resepsionis BRI setempat.
Resepsionis itu juga enggan memberikan nomor seluler Herman, saat diminta jurnalis untuk konfirmasi, dengan alasan pihaknya tidak mengetahui seluler Herman.
Untuk menuntaskan kasus ini, LSM Garda Terate Madiun, menurut Gembik, segera mengumpulkan bukti bukti dari para korban untuk secepatnya dimasukkan ke Kantor Kejaksaan setempat, sebagai laporan.
