Program Melawan Rentenir Diluncurkan BPR Artha Perwira dan Pemkab Purbalingga
Purbalingga, Jurnaljateng.id, Program Melawan Rentenir (MAWAR), kredit tanpa bunga yang di luncurkan Perumda BPR Artha Perwira berkerjasama dengan Pemerintah Kabupaten Purbalingga. Kredit atau pinjaman Bank tanpa bunga atau nol persen, dengan besaran pinjaman antara Rp500 ribu sampai Rp2,5 juta.
Menurut Pelaksana Direktur Utama BPR Artha Perwira, Pramono Heriyadi, Otoritas Jasa Keuangan (OJK) sempat membuat teguran kepada Perumda Artha Perwira yang menyalurkan kredit tanpa bunga. Pasalnya menurut OJK definisi kredit adalah pinjaman dengan imbalan bunga.
“Tapi karena ini program pemda dan jelas baik motivasinya, kami tetap menyalurkan,” tuturnya di Pendapa Dipokusumo, saat peluncuran Kredit Mawar bagi Pedagang Pasar, Senin (27/7/2020).
Pramono menjelaskan, tidak hanya untuk melawan rentenir, namun motivasi utamanya untuk mempercepat pertumbuhan dan pemerataan ekonomi masyarakat Purbalingga.
“Kredit Mawar sendiri sudah disalurkan sejak tahun 2019 terhadap 266 UMKM dengan nilai kredit sebesar Rp623 juta. Tahun 2020, kredit Mawar tidak lagi disalurkan untuk UMKM melainkan pedagang pasar. Oleh karena itu, Pemkab Purbalingga kembali meluncurkan kredit mawar untuk pedagang pasar,” bebernya.
Pramono menerangkan, Perumda BPR Artha Perwira berkolaborasi dengan para kepala pasar untuk memberikan rekomendasi pedagang yang berhak mendapatkan kredit Mawar.
Dia menambahkan, sesuai aturan teknis penyaluran kredit perbankan, tidak semuanya langsung diberikan kredit Mawar. Melainkan dilihat dari Sistem Layanan Informasi Keuangan (SLIK). Yang pernah bermasalah atau kredit macet akan terlihat.
“Dari 150 nama, hanya 107 (nama) yang memenuhi persyaratan. Jadi Bapak/Ibu merupakan orang terpilih dan dipercaya untuk melakukan pinjaman di lembaga perbankan,” ungkapnya.
Pramono juga mengatakan, selain melalui kolaborasi dengan kepala pasar, pengajuan kredit Mawar juga dapat langsung ke kantor BPR Artha Perwira. Pada 2020 ini, Perumda Arta Perwira sudah menyalurkan kredit senilai Rp431 juta untuk 179 orang. Sejak 2019 sampai 2020, jumlah kredit Mawar yang tersalur sudah mencapai Rp1,054 miliar.
Bupati Purbalingga Dyah Hayuning Pratiwi mengatakan, kredit Mawar sudah berjalan selama dua tahun sejak 2019. Biasanya kredit Mawar ditujukan untuk pelaku UMKM, pada 2020 ini, kredit itu diprioritaskan untuk pedagang di pasar-pasar se-Kabupaten Purbalingga. Sebab, menurutnya, para pedagang kecil kesulitan untuk menambah modal yang berasal dari lembaga perbankan dan seringkali justru terjerumus pada rentenir.
“Oleh karenanya, kami pemerintah meluncurkan kredit tanpa bunga, khusus untuk pedagang kecil, guna melawan rentenir melalui program kredit Mawar,” tuturnya.
Sebanyak 107 pedagang yang hadir saat lauching tidak langsung membawa uang, namun mereka pulang dengan mengantongi buku tabungan sesuai dengan pengajuan kredit. (HMPL/JJID)
