Presiden Jokowi: Tidak Benar Kalau Amdal Akan Dihapus
JAKARTA, jurnaljateng.id, Presiden Joko Widodo menegaskan bahwa izin Analisis mengenai Dampak Lingkungan (amdal) tidak dihapus dan tetap ada dalam Undang-Undang (UU) Cipta Kerja. Hal itu sekaligus meluruskan disinformasi yang beredar di masyarakat.
“Itu tidak benar. Amdal tetap ada. Bagi industri besar harus studi amdal yang ketat, tetapi bagi UMKM lebih ditekankan pada pendampingan dan pengawasan,” ujarnya dalam keterangan resmi pada Jumat, 9 Oktober 2020, di Istana Kepresidenan Bogor, Jawa Barat.
Sebaliknya, UU Cipta Kerja justru mengintegrasikan izin lingkungan tersebut ke dalam perizinan berusaha. Selain untuk memudahkan sistem perizinan yang ada, integrasi itu juga menjadi dasar untuk penguatan penegakan hukum bagi pelanggarnya yang akan berimplikasi langsung bagi izin berusaha yang mereka miliki.
Menteri Lingkungan Hidup dan Kehutanan, Siti Nurbaya Bakar, yang pada Rabu, 7 Oktober 2020, kemarin memberikan keterangan pers bersama di Kementerian Koordinator Bidang Perekonomian menjelaskan bahwa prinsip dan konsep dasar pengaturan amdal dalam UU Cipta Kerja tidak mengalami perubahan dan justru menguatkan perlindungan lingkungan.
“Kalau dulu, ada masalah dengan lingkungan, izin lingkungannya dicabut tapi usahanya bisa saja tetap berjalan. Sekarang (dengan UU Cipta Kerja) menjadi lebih kuat. Kalau ada masalah di (izin) lingkungan, lalu digugat perizinan berusahanya, itu bisa langsung kena di perizinan usahanya,” ucap Siti Nurbaya Bakar.
“Oleh karena itu, tidak benar apabila dikatakan bahwa undang-undang ini melemahkan perlindungan lingkungan,” imbuhnya.
