Apel deklarasi dilaksanakan di lapangan Blok Aman dengan disaksikan secara langsung oleh warga binaan pemasyarakatan.
Secara bergantian, satu persatu petugas menandatangani Ikrar Zero Halinar dimulai dari Kepala Rutan Pemalang, Sumaryo.
Dilanjutkan pejabat struktural dan petugas lainnya.
Dalam deklarasi tersebut, seluruh petugas Rutan Pemalang berikrar, menyatakan perang terhadap halinar; menolak atau tidak memfasilitasi halinar; mendukung penegakkan hukum terhadap segala tindak pidana narkoba; dan siap menerima sanksi sesuai dengan peraturan yang berlaku.apabila terlibat praktik halinar.
Usai deklarasi, petugas melaksanakan penggeledahan kamar hunian dengan hasil tidak ditemukan barang-barang terlarang.
