Armenia Khawatirkan Konflik Nagorno Karabakh Menjadi Regional
SEMARANG, jurnaljateng.id, Konflik Armenia-Azerbaijan di perbatasan Nagorno-Karabakh memasuki pekan kedua, seranganpun makin meluas di kedua wilayah.
Pemerintah Armenia menyatakan adanya serangan artileri dari tentara Azerbaijan di kota Stepanakert dan Shushi, Minggu (4/10/2020). Serta, diklaim menyebabkan korban meninggal dunia.
Dihari yang sama pasukan militer Armenia menyerang kota Ganja dan Mingecevir yang merupakan kota terbesar kedua dan keempat Azerbaijan.
Sekretaris Jenderal NATO Jens Stoltenberg, dikutib dari RRI menyampaikan keprihatinan terhadap konflik yang berkembang di kawasan Nagorno Karabakh.
“Kami tentu saja sangat prihatin mengenai situasi di Nagorno Karabakh. Kami tentu saja mengamati situasi di sana dengan penuh kehati-hatian,” sebut Stoltenberg, Selasa (6/10/2020), seperti dilansir dari Aljazeera.
Presiden Azerbaijan, Ilham Aliyev, memberikan peringatan kepada Armenia, untuk menarik pasukan militernya dari kawasan perbatasan Nagorno-Karabakh.
“Azerbaijan tidak akan membiarkan siapapun menaklukkan Nagorno-Karabakh. Persyaratan dari saya adalah kami akan memberikan jadwal untuk penarikan pasukan bersenjata Armenia dari wilayah yang diduduki,” tegas Aliyev dalam pernyataannya yang disiarkan televisi nasional beberapa jam setelah penyerangan kota Ganja sebagimana dilansir BBC.
Konflik yang terjadi di wilayah Nagorno-Karabakh, menurut Duta Besar Armenia di Jakarta, Dziunik Aghajanian, mengarah pada kebijakan genosida Azerbaijan yang didukung Turki untuk menguasai wilayah tersebut.
“Saya inign menambahkan orang-orang heroik dari Republik Artsakh (Republik Nagorno-Karabakh-red), saat ini dihadapkan dengan usaha lainnya dari Turki dan Azerbaijan yang akan membawa berbagai kebijakan genosida untuk mendapatkan teritori Artsakh tanpa penduduk asli dari penduduk Armenia,” ungkap Dziunik ketika dihubungi RRI, Selasa (6/10/2020).
Menurut Dziunk, Azerbaijan turut menyertakan pejuang teroris asing dari Suriah dan Libya, untuk melancarkan misi memperebutkan wilayah Nargorno-Karabakh.
“Bahkan, pasukan pertahanan Artsakh saat ini berada di garis depan untuk berjuang melawan aksi terorisme internasional. Dimana Turki telah merekrut pejuang teroris asing di Suriah dan Libya, selanjutnya ditransfer ke area konflik untuk berjuang atas nama tentara Azerbaijan,” ucap Dziunik.
Dziunik menuding penggunaan amunisi tandan oleh militer Azerbaijan untuk menyerang wilayah-wilayah di Nagorno-Karabakh, merupakan kejahatan perang, sebab dilarang penggunaannya oleh hukum humaniter internasional.
“Namun, perhatian utama adalah kerusakan dan kerugian yang terjadi di antara penduduk sipil sebagai akibat dari penargetan yang tidak pandang bulu dan disengaja terhadap daerah pemukiman dan infrastruktur sipil di Artsakh yang jauh dari garis depan oleh serangan udara dan penembakan kaliber besar dari beberapa peluncur roket. Pihak Azerbaijan secara aktif menggunakan munisi tandan yang dilarang oleh hukum humaniter internasional. Ini adalah kejahatan perang dan harus dikutuk dengan tegas oleh komunitas internasional,” papar Dziunik.
Dziunik memastikan Armenia bersedia melakukan negosiasi bersama Azerbaijan terkait kawasan Nagorno-Karabakh dengan keterlibatan organisasi internasional maupun negara-negara mediator.
“Baik Republik Armenia dan Republik Artsakh selalu menekankan bahwa tidak ada solusi militer untuk konflik tersebut dan penyelesaian yang dinegosiasikan harus dicapai di bawah kerangka kerja Ketua Bersama OSCE (Organization for Security and Co-operation in Europe-red) Minsk Group dengan mediasi Prancis, Rusia, dan AS. Namun, keterlibatan Turki yang tidak ditutup-tutupi di pihak Azerbaijan membuat situasi semakin rumit,” harapnya.
Pihaknyapun mengkhawatirkan eskalasi perang bersama Azerbaijan akan meluas menjadi konflik regional.
“Kami berharap respons internasional yang kuat dari komunitas internasional akan dapat menghentikan pertempuran karena eskalasi perang lebih lanjut akan berisiko menumpahkannya ke konflik regional dan dunia yang lebih luas dengan implikasi dan keterlibatan lintas regional,” pungkas Dziunik.
Nagorno-Karabakh secara internasional diakui sebagai bagian dari Azerbaijan, namun mayoritas penduduknya adalah suku Armenia. Wilayah itu diperebutkan sejak era Uni Soviet, terhitung 1988-1994 dengan diperkirakan sekitar 30.000 menjadi korban meninggal. Gencatan senjata dilakukan oleh Armenia dan Azerbaijan pada 1994.
