Kampung Tangguh Semeru Jawa Timur, Saat ini Total 1.559.
SEMARANG, JURNALJATENG.id – Program Kampung Tangguh Semeru di wilayah Jawa Timur yang diterapkan okeh Gubernur Jatim, Khofifah Indar Parawansa bersama jajaran Forkopimda yaitu Polda Jawa Timur dan Kodam V/ Brawijaya kian dimasifkan.
Kampung Tangguh yang merupakan sebuah pilot project kolaboratif antara Pemerintah Provinsi Jawa Timur dengan Forkopimda yakni Polda Jatim dan Kodam V/Brawijaya. Pembentukannya diprioritaskan pada kampung atau desa yang memiliki angka penyebaran Covid-19 baik pasien positif, PDP (Pasien Dalam Pengawasan) dan ODP (Orang Dalam Pemantauan) masih cukup tinggi.
“Sampai dengan saat ini sudah ada 1.559 Kampung Tangguh Semeru di wilayah Polda Jatim,” kata Kapolda Jatim Irjen Pol Muhammad Fadil Imran saat talkshow disalah satu stasiun televisi di Mapolda Jatim, Rabu (17/6/2020) malam.
Ia menjelaskan, kolaboratif dalam memperkuat Kampung Tangguh sesuai arahan Gubernur yakni sistem pentahelix. Dimana semua unsur di libatkan, baik masyarakat umum hingga komunitas, akademisi hingga pengusaha.
“Penerapan dengan sistem pentahelix ini, menggabungkan unsur pemerintah, masyarakat atau komunitas, akademisi, pengusaha, dan media bersatu membangun kekuatan dalam mengeliminir kasus Covid-19,” jelasnya.
Menurutnya, konsep Kampung Tangguh juga memberikan banyak manfaat bagi masyarakat dalam mengatasi masalah kesehatan, sosial, ekonomi dan keamanan. Dengan cara menerapkan konsep problem oriented policing.
“Jadi Polda Jatim melalui Bhanbinkamtibmas dibantu Babinsa juga mengajarkan cara menyelesaikan masalah yang berorientasi seperti sistem dalam kepolisian,” ungkapnya.
Pangdam V/Brawijaya, Mayjen TNI Widodo Iryansyah menjelaskan, peran tiga pilar di tingkat terendah melibatkan Bhabinkamtibmas, Babinsa dan Kepala Desa juga cukup strategis dalam memperkuat Kampung Tangguh. Tiga Pilar ini akan melatih dan mengisi kemampuan masyarakat, begitu juga ditingkat kecamatan hingga kabupaten.
“Di tingkat kecamatan juga dibantu Koramil dan Polsek, di kabupaten atau kota dibantu Kodim dan Polres serta Bupati atau Wali Kota,” tuturnya.
Seiring penerapan Kampung Tangguh, kata dia, kini di Jatim juga mulai menerapkan banyak Pesantren Tangguh, Kawasan Industri Tangguh, bahkan ke depan juga diterapkan Sekolah Tangguh.
Antara Pemprov, Polda dan Kodam memberikan pelatihan serta bantuan sesuai dengan keahlian dan kemampuan masing-masing instansi.
“Untuk Industri Tangguh kami melatih para security atau satpamnya tentang penerapan protokol kesehatan. Untuk Pesantren Tangguh diberikan bantuan peralatan penunjang,” katanya.
Gubernur Khofifah mengatakan, dalam menerapkan Kampung Tangguh dilakukan pembagian peran yang saling menguatkan antara Pemprov Jatim bersama Forkopimda. Namun, kata dia, kuncinya adalah bottom up participation atau partisipasi dari bawah atau masyarakat pada pemerintah.
Dengan adanya Kampung Tangguh di tingkat RT, RW, Desa atau Kelurahan, hingga Kecamatan, serta ditambah dengan Pesantren Tangguh dan Industri Tangguh, maka akan menjadi kekuatan dalam menjaga ketahanan nasional.
Khofifah menegaskan, dalam kurun jangka pendek, Kampung Tangguh memang fokus pada percepatan penanganan Covid-19 di Jatim. Ke depan dalam waktu jangka panjang akan menjadi pondasi tujuan strategis dalam menjaga persatuan dan kesatuan bangsa.
