Mulai 15 September 2020 IMEI Hanphone dan Perangkat Seluler Tidak Terdaftar Tidak Bisa Digunakan
JAKARTA, jurnaljateng.id, Pemerintah memberlakukan pengendalian International Mobile Equipment Identity (IMEI) untuk perangkat telekomunikasi jenis handphone, komputer genggam, dan komputer tablet (HKT) sesuai Peraturan Menteri Komunikasi dan Informatika No 1 Tahun 2020 tentang Pengendalian Alat dan/atau Perangkat Telekomunikasi yang Tersambung ke Jaringan Bergerak Seluler Melalui IMEI, mulai Selasa, 15 September 2020 Pukul 22.00 WIB.
Dalam rangka perlindungan konsumen, pengendalian IMEI pada perangkat telekomunikasi yang dibeli dan menggunakan perangkat yang memenuhi standar, sah atau legal dapat memberikan kepastian hukum kepada operator dalam menghubungkan perangkat yang sah ke jaringan telekomunikasi.
Kebijakan pengendalian IMEI tersebut diselenggarakan bersama Kementerian Perindustrian, Kementerian Perdagangan, Kementerian Keuangan, Kementerian Komunikasi dan Informatika dan didukung seluruh operator telekomunikasi seluler.
Sejak diberlakukannya peraturan tersebut, sistem Central Equipment Identity Register (CEIR) sebagai pusat pengolahan informasi IMEI telah dibangun oleh Asosiasi Telekomunikasi Seluler Indonesia (ATSI) untuk mengintegrasikan sistem Equipment Identity Register dari 5 operator. Penyempurnaan sistem dilakukan terus menerus untuk menjamin kesiapan pengendalian IMEI.
Pada tanggal 15 September 2020 pukul 17.00 WIB sistem CEIR dan EIR telah selesai dilakukan proses stabilisasi sistem dan Pelaksanaan Pengendalian IMEI Nasional akan beroperasi sepenuhnya pada 15 September 2020 pukul 22.00. Seluruh perangkat HKT yang IMEI nya tidak terdaftar di dalam sistem CEIR, tidak akan mendapatkan layanan jaringan perangkat telekomunikasi bergerak seluler.
Oleh karena itu, masyarakat yang akan membeli perangkat HKT terlebih dahulu memastikan IMEI-nya tercantum pada kemasan dan perangkat HKT serta mengecek IMEI perangkatnya di http://imei.kemenperin.go.id. Selanjutnya melakukan uji coba perangkat yang akan dibeli dengan memasukkan SIM card. Pastikan perangkat tersebut mendapatkan sinyal dari operator. Jika tidak mendapat sinyal, patut diwaspadai bahwa perangkat tersebut tidak terdaftar.
Untuk pembelian secara online, pastikan bahwa penjual menjamin IMEI perangkat sudah tervalidasi dan teregistrasi sehingga dapat digunakan.
Pedagang offline maupun online bertanggungjawab terhadap HKT yang diperdagangkan.
Bagi masyarakat yang membeli HKT secara daring melalui barang kiriman atau membawa perangkat dari luar negeri atau dari Free Trade Zone melalui bandar udara dan pelabuhan, wajib mendeklarasikan, memenuhi kewajiban perpajakan dan dapat mendaftarkan IMEI perangkat melalui https://www.beacukai.go.id/register-imei.html atau melalui Aplikasi Mobile Beacukai yang dapat diunduh melalui Play Store. Aktivasi perangkat dengan sim card Indonesia akan bisa dilakukan maksimal 2 x 24 jam.
Penyampaian keluhan layanan telekomunikasi dapat menghubungi customer service (layanan call center/email/digital) operator telekomunikasi atau mengunjungi gerai layanan operator telekomunikasi. Untuk hal yang berkaitan dengan kebijakan dan regulasi serta hal lain diluar kewenangan operator telekomunikasi terkait dengan pengendalian IMEI dapat menghubungi Call Center Kominfo 159.
