Pemdes Cepiring : Ijin Prinsip Bangun Ruko Pasar Desa Sesuai Mekanisme
JURNALJATENG.ID, KENDAL – Pemerintah Desa Cepiring, telah melaksanakan Musyawarah Desa (Musdes) dan Sosialisasi pada pedagang serta Relokasi pada pekan lalu.
Diantaranya, Rapat sosialisasi ke pedagang, Rabu (26/5/2021), Sosialisasi langsung di padagang, Kamis (27/5/2021) dan Musyawarah dengan pedagang pasar terkait relokasi ke dalam kios pasar, Senin (31/5/ 2021).
Perlu diketahui, Untuk aset dijalan raya ditempati para pedagang burung milik PTPN, untuk belakang lahan sawah tanah Bengkok desa yang sudah kuning untuk dipertukan Usaha Ruko.
Rapat sekaligus sosialisasi menghadirkan Forkompincam, pihak PTPN, Babinsa dan babinkamtibmas, guna memberikan pengertian kepada pedagang yang menempati.
Hal itu Dilakukan, Dalam rangka peningkatkan Pendapatan Asli Desa (PADes) Cepiring, Kecamatan Cepiring, Pemerintah Desa bersama Badan Permusyawaratan Desa (BPD) Dan beberapa unsur lain, dilibatkan untuk menggali potensi yang ada di desanya.
Hal itu sudah tertuang dalam Rancangan Pembangunan Jangka Menengah Desa (RPJMDes) pada tanggal 20 Agustus 2020 tahun lalu.
Kepala Desa Cepiring, Ayek Ahmad mengatakan, selain itu, pihaknya juga akan menggandeng pihak ketiga untuk membangun ruko pasar Desa Cepiring di depan pasar sepeda atau pasar burung.
“Nantinya kita buatkan perjanjian. Biasanya perjanjian 10-20 tahun, namun kali ini kita buat hanya tujuh tahun saja. Dengan dibiayai semua oleh pihak ketiga,” jelasnya, saat ditemui awak media di ruang kerjanya, Kamis (10/6/2021).
Menurut Ayek, jika sudah berjalan, nantinya pihak pemerintah Desa akan mendapatakan pendapatan aset Desa sebesar Rp Rp. 50.000.000. Pada tahun 7 pertama, kemudian pada tahun ke delapan PAD kisaran 300.000.000.(tiga ratus juta rupiah)penerimaan.
Ditandaskan, uang tersebut dihasilkan dari 42 ruko yang ada,parkir pemanfaatan PKL dan kemudian akan langsung masuk ke kas desa.
Kita nanti melibatkan linmas untuk keamanan dan juga kepemudaan untuk mengurangi angka pengangguran yang ada, jelas ayik.
“Karena setiap desa itu memiliki potensi SDA berbeda-beda. Jika Pemdes mampu menggali potensi tersebut, dan menggarapnya serta menggelolanya dengan baik maka bisa mendatangkan PADes,” ungkap Ayek.
Ayek menjelaskan, dengan diberikan kewenangan untuk mengatur wilayah desa sendiri. Desa pun juga sudah dapat mengembangkan perekonomian desa.
“Ada banyak cara untuk mengembangkan ekonomi desa, salah satunya adalah melalui pemanfaatan aset desa sebagai potensi desa;” jelasnya.
Ayek pun mengungkapkan, Desa Cepiring berada jalur pantura memiliki aset kurang pemanfaatannya, ia pun mengaku siap tidak populer.
“Namun demi kemajuan desa, saya akan lakukan. Karena ini demi kemaslahatan warga desa Cepiring, menuju yang lebih baik,” ujarnya.
Soal ada yang suka maupun tidak, menurutnya itu wajar. Karena setiap perubahan pasti ada tantangannya.
“Yang jelas kita tawarkan solusi menempati lahan Ruko yang akan dibangun, biar lebih tertata rapi, bersih dan manfaatnya bisa dirasakan semuanya,” imbuh Ayek.
Sementara itu, Sekretaris Desa Cepiring, Helmi Auliya menambahkan, pada tahun 2018, saat jabatan Plt Kepala Desa sementara dijabat Ahmad Ayek, pernah digagas untuk meningkatkan pendapatan aset desa.
Namun, kini potensi itu terwujud dibedah semua potensi yang ada.
Bahkan Pemdes dengan semua pihak melakukan Musdes tentang pemanfaatan aset dan Dimasukkan dalam RPJMDes.
“Salah satu ijin prinsip sudah kita dapatkan,dilanjutkan proses tahapan ijin mendirikan bangunan (IMB) Ruko, yang jelas kami tidak ingin ada masalah soal administrasi,” jelas Helmi.
Yang jelas pemerintah Desa tidak bisa mengunakan anggaran dana desa, dikarenakan anggaran terbatas hanya 800jt sekian saja.
Pasalnya, Penggunaan anggaran dana Desa selama difokuskan pada pandemi Covid-19.
“Untuk itu, kami bersama-sama melakukan Terobosan ini untuk kemajuan desa, nantinya yang akan merasakan masyarakat Desa Cepiring,” Pungkas Helmi.
