Serahkan BPUM, Presiden Dorong Pelaku Usaha Mikro di Tengah Pandemi
JURNALJATENG.ID, JAKARTA – Presiden Joko Widodo menyerahkan Bantuan Presiden Produktif Usaha Mikro (BPUM) kepada para pelaku usaha mikro di halaman Istana Merdeka, Jakarta, pada Jumat, 30 Juli 2021. Bantuan hibah sebesar Rp1,2 juta per orang tersebut diberikan sebagai bantuan untuk mendorong ekonomi masyarakat pelaku usaha mikro dan kecil yang terdampak langsung oleh pandemi Covid-19.
“Tahun 2021 yang akan dibagikan untuk Banpres Produktif ini adalah Rp15,3 triliun yang dibagikan kepada 12,8 juta pelaku usaha mikro dan kecil. Jadi bukan hanya Bapak, Ibu semuanya, enggak. Ada 12,8 juta pelaku usaha mikro dan kecil yang ada di seluruh Tanah Air dan mulai dibagikan pada hari ini. Kita berharap ini bisa membantu mendorong ekonomi kita semuanya,” ujar Presiden.
Jumlah tersebut terdiri atas dua tahap di mana pemerintah telah menyalurkan BPUM tahap I sebesar Rp11,76 triliun bagi 9,8 juta pelaku usaha mikro. Adapun penyaluran BPUM tahap II akan disalurkan kepada 3 juta pelaku usaha mikro pada bulan Juli hingga sebelum bulan September 2021, dengan total anggaran sebesar Rp3,6 triliun.
Dalam arahannya, Presiden menjelaskan bahwa pandemi Covid-19 yang mewabah di seluruh dunia telah memberikan dampak besar bagi aktivitas perekonomian di berbagai lapisan, mulai dari usaha mikro hingga besar. Kondisi serupa juga dialami tidak hanya oleh pengusaha di Indonesia, tetapi juga di seluruh dunia.
Situasi penyebaran Covid-19 juga dinilai berkorelasi erat dengan aktivitas perekonomian masyarakat. Presiden mencontohkan, pada bulan Januari hingga Mei, situasi Covid-19 sudah mulai melandai sehingga aktivitas perekonomian juga turut bergairah. Akan tetapi, setelah itu tanpa diduga muncul varian baru dari virus korona, yakni varian delta yang mengguncang perekonomian global. Situasi tersebut membuat pemerintah mengambil keputusan yang sangat sulit dengan menerapkan kebijakan Pemberlakuan Pembatasan Kegiatan Masyarakat (PPKM) Darurat.
“Kita juga sama, begitu virus delta ini muncul juga langsung kasus positif naik secara drastis dan tidak ada jalan lain saat itu karena di Pulau Jawa dan Pulau Bali kita lihat semua titik semuanya merah, tidak ada yang kuning. Sehingga keputusan yang sangat berat kita lakukan yaitu dengan PPKM Darurat karena tidak ada cara yang lain selain itu karena melompat kasusnya. Alhamdulillah sekarang paling tidak bisa kita rem, meskipun turunnya pelan-pelan tapi bisa kita rem,” jelas Presiden.
Salah satu indikatornya, Presiden menyebut ia mengecek langsung tingkat keterisian tempat tidur atau BOR di Rumah Sakit Darurat Covid-19 Wisma Atlet, Kemayoran, yang sudah menurun drastis. Kondisi serupa juga dialami oleh tempat-tempat lain di wilayah lain di Pulau Jawa.
“Saya tadi pagi juga sudah ngecek di Wisma Atlet misalnya yang dulu sudah hampir 90 persen, pagi tadi saya cek angka keterisian tempat tidur di angka 38 persen. Dulunya 90 persen, hampir penuh. Ini juga patut kita syukuri. Saya melihat angka-angka tadi di wilayah-wilayah di Pulau Jawa sudah mulai melandai turun pelan-pelan. Tetapi yang di luar Jawa gantian naik. Inilah memang varian delta ini penularannya sangat cepat,” paparnya.
Kepala Negara juga menjelaskan bahwa pemerintah selalu memperhatikan semua aspek dalam pengendalian Covid-19, di mana sisi kesehatannya ditangani dan di saat yang sama aktivitas perekonomian dibuka perlahan. Menurutnya, pemerintah tidak mengambil opsi penerapan kuncitara atau lockdown seperti di negara lain.
“Kemarin yang namanya PPKM Darurat itu kan namanya semi-lockdown. Itu masih semi saja, saya masuk ke kampung, saya masuk ke daerah, semuanya menjerit minta untuk dibuka. Saya kira Bapak, Ibu juga sama mengalami hal yang sama kan? Kalau lockdown kita bisa bayangkan dan itu belum juga bisa menjamin dengan lockdown itu permasalahan menjadi selesai,” ungkapnya.
Oleh sebab itu, Presiden mendorong para pelaku usaha untuk tetap bekerja keras dan tidak putus asa dengan situasi yang terjadi. Presiden juga mendorong agar para pelaku usaha tetap bertahan sekuat tenaga hingga vaksinasi yang secara gencar dilakukan pemerintah telah berhasil membentuk kekebalan komunal di masyarakat.
“Bapak, Ibu semuanya harus bekerja lebih keras lagi dalam situasi seperti ini, bertahan dengan sekuat tenaga meskipun mungkin omzetnya turun sampai 75 persen, turun sampai separuhnya, ya tetap harus kita jalani karena ini kita masih berproses menuju pada vaksinasi 70 persen yang kita harapkan nanti akhir tahun ini bisa kita selesaikan insyaallah. Kalau sudah 70 persen ini paling tidak daya tular dari virus ini menjadi agak terhambat kalau sudah tercapai yang namanya kekebalan komunal atau herd immunity,” ujarnya.
Di penghujung arahannya, Presiden juga berpesan agar semua pihak terus menerapkan protokol kesehatan secara disiplin. Dengan demikian, penularan virus bisa dikendalikan dan pandemi diharapkan akan segera berakhir.
“Selamat bekerja keras dan kita semuanya berharap agar pandemi ini segera selesai. Jangan lupa terus memakai masker, habis kegiatan cuci tangan, jangan berkerumun, menjaga jarak. Ini penting sekali dalam rangka mencegah penularan lebih meningkat lagi,” tandasnya.
Untuk diketahui, selain dihadiri secara langsung oleh 20 pelaku usaha mikro di halaman Istana Merdeka, acara tersebut juga dihadiri secara virtual oleh sekitar 100 pelaku usaha yang tersebar di Kota Medan, Kota Tasikmalaya, Kota Pasuruan, dan Kota Denpasar. Acara juga digelar dengan menerapkan protokol kesehatan secara ketat.
Turut hadir dalam acara penyerahan BPUM oleh Presiden yakni Menteri Koperasi dan UKM Teten Masduki dan Kepala Sekretariat Presiden Heru Budi Hartono.
